‘Develop human capital’

The former Accountant General of the Federation, Dr. Kayode Naiyeju has said there is the need for Ondo state government to develop her human capital for effective development of the state.

He gave this advice in a telephone interview with The Hope .

Naiyeju said the development of human capital will help to ensure proper implementation of the law as well as the  delivery of the dividends of democracy to the door steps of the people.

He applauded the present administration under the leadership of Arakunrin Odunayo Akeredolu for his magnanimity in spreading development to all the 18 local government areas including Irele and Ilaje local government  areas which he said were in complete darkness.

He urged the governor to continue  spreading  development in order to make everybody have  a  sense of  belonging.

“Let the government  set up key performance index to assess public officers who now count days and nobody talks about their productivity and performances”.

According to him, the performance index should be used to measure the  performance of all those on the pay roll of government including the political officials and  used for promotion and discipline.

He described the budget presented by the governor as a multi-phased one which was based on a three year plan.

The former Accountant General  noted that the plan was derived from the state fiscal responsibility law which states that you must have a medium plan responsibility law to cover a projection for three years to make the budget.

He said “It is a people-based budget which will really impact on the people, if judiciously implemented”.

While applauding government for its decision to reviv moribound industries as contained in the budget, he called on everybody to be catalysts of economic development. He said that people should start doing something and not always wait for government but to support government with everything they do.
