Herders wielding sophisticated weapons

Nothing is new under the Sun. Whether you believe or not doesn’t make a difference. Mother took her children to the family house. No instruction, no briefing. When they returned home, a tribunal was set up to review the conduct of those who had erred. One was sentenced to 10 strokes of the cane for begging for beef, another was to stay home while others go on visit or sightseeing in the next six weeks. No instruction had been breached for night say, but they had violated the mood of Oga at the top.
In getting to know about government, we are told about sources and type of law. At the local government level, we know about bye-laws.
The State House of Assembly prepares bills, when passed and assented to by the Executive, becomes a law. This is a more comprehensive assignment in our National Assembly where there are two legislative houses, the Senate and the House of Representatives. The law is made when the President ascents to the bill. This is a summary of rulemaking and the student of the branches of government gets to understand it fast enough. However, there are new realities. Executive orders are also becoming more ponder as a process of rule making. A few weeks ago, American President, made a public proclamation of Anti COVID-19 protocols to be observed throughout the United States. These include viewing of face masks, physical distancing, use of alcohol based among others.
The Nigerian President has also followed suit by making similar proclamation with stiff penalties for violations. These are some of the powers of the Executive that make it perform legislative functions. We all know that beyond that the Executive also gives interpretation to rulemaking in the source of implementation of legislation.
It has been demonstrated that in a situation, where Mr President is not interested in any matter of whatever public significant, he looks the other way and anybody can go and please themselves. Because such officials took instruction from silence, they must have satisfied the civic to military presence, hence they must enter the joy of their master, by entering into diplomatic service which helps them to clarify shady areas. To clear or defend in the future.
The power of the Chief Executive Officer is so enormous that to enjoy his favour is to enjoy the favour of the Lord, who is that citizen that would accost a citizen who is arguing in sympathy with President’s portion of any undoing? The President’s man, who has been Federal Minister, is currently a state governor pronounces that state governments cannot prevent nomads from displaying sophisticated weapons on our streets, do we still need to be told that such a law that authorizes herders to bear weapons to the exclaim of law abiding citizens? Ordinary citizens may be called upon from time to come to surrender their weapons with license. Tenure and prospects in office may be endorsed by the official that understands these facts and gets guided accordingly.
In an ethno-cultural political system, these factors are essential to understand public policy making process and the national building mechanisms. How much success is made of achieving a declared objective may also depend on how much sacrifice the Chief Executive is willing to make in pursuant to a declared agenda. Waving the rule to permit a favourite to escape with a head may not augur well for image of the CEO, or overall interest of the system. The body language of the Chief Executive as basis of rule implementation is a dangerous phenomenon. It is open to abuses through wrong premises and petty jealousies.
Society is better off when public issues are given wide debate and allowed to enjoy robust debate and examination to minimize prejudice
