HoS advocates effective operational guidelines for ODCHC

By Kemi Olatunde

The Ondo State Head of Service, Mr. Bayo Philip, has urged stakeholders to develop a well-structured and mutually beneficial operational guideline for the Ondo State Contributory Health Commission (ODCHC) to enhance the state’s various health insurance schemes.

He made this call on Wednesday while declaring open the three-day external validation of the ODCHC operational guidelines in Akure.

According to him, the guidelines are essential as they clearly define stakeholders’ responsibilities, positioning the state at the forefront of health insurance in Nigeria.

He commended the commission for its notable achievements within a few years of establishment, stating that it has significantly contributed to building a healthier workforce.

“Before now, out-of-pocket health financing was beyond the reach of many public servants, but this scheme has provided much-needed relief,” he stated.

While appreciating stakeholders for their commitment to the guidelines, he urged them to apply their expertise to enrich the state’s health insurance scheme, emphasizing that this would ensure the government maintains high standards and delivers services promptly.

In his welcome address, the Director-General of ODCHC, Dr. Abiodun Oyeneyin, expressed gratitude to the Head of Service for his support. He highlighted the importance of implementing operational guidelines, especially with the launch of ORANGHIS for the informal sector.

Delivering a goodwill message, the Permanent Secretary of the Ondo State Primary Health Care Development Agency (OSPHCDA), Dr. Francis Akanbiemu, praised the commission and assured that the agency would ensure strict adherence to the developed guidelines.

Similarly, the State Coordinator of the National Health Insurance Authority (NHIA), Dr. Adebiyi Adebisi, commended the commission’s efforts and encouraged stakeholders to provide valuable input to optimize the guidelines.

He, however, stressed the need for stakeholders to reference relevant documents, including the National Health Act and the law establishing the ODCHC, to develop a comprehensive and effective guideline suitable for all.
