ODHA organises training for S/W Houses of Assembly

To improve understanding of the budget and appropriation process and other related concepts, Ondo State House of Assembly has organised a two-day training programme for members of the Southwest Houses of Assembly Committees on Finance and Appropriation.

The training which held in Akure, the state capital on “Medium-Term Expenditure Framework (MTEF) Fiscal Strategy Paper and Budget Process” was organised in collaboration with DFID/PERL.
In his address, the Chairman, ODHA Committee on Finance and Appropriation, Mr. Olajide Sunday, explained that the technical session is a significant step in any fiscal year, which deals with one of the most important aspects of legislation and also laid side by side with the fiscal document upon which all government actions, activities and transactions depend.
He said that the MTEF is a three-year rolling developmental plan of government on the total receipt and expenditure for three consecutive years, adding that the training which focuses on years 2020-2023 will afford members of the finance and appropriation who are new on the job to objectively analyse and scrutinise this vital document in line with global best practices.
According to him, the exercise draws its strength from the provision of the constitution of the Federal Republic of Nigeria 1999 (as amended) which empowers the parliament to distribute, allocate, appropriate, and monitor fiscal estimates of the state in the spirit of transparency and accountability.
In ensuring a very realistic and workable fiscal instrument in the state, he said a number of bills that bother on public finance management as well as regulating the operations of government, has been passed into law and fully in operation.
He therefore commended the present government effort at repositioning the state economy, by ensuring full compliance with the finance rules, openness in goverment transaction and adoption of global best practices.
He maintained that the presentation of MTEF and FSP since year 2018 had in no small measure assisted the parliament and the state government in recording tremendous improvement in terms of performance, especially revenue generation-wise.
He informed that Chairmen and Secretaries of finance and appropriation committees in the region were also in attendance to cross fertiliàzed ideas and learn from each other , saying that budget process give lives to the budget of any government.
In an interview , the Majority leader, Lagos State House of Assembly, Sanem Agunbiade said the programme will harmonised legislative practice in the Southwest for the benefit of people in the region.
Agunbiade averred that the society is dynamic, hence the need to always gives room for improvement as part of the agenda of the region to be on the same page and do things in common.
Also, the Chief Whip of Ekiti State House of Assembly, Mrs Olubunmi Adelugba stated that the training is an eye opener that will help a lot in the discharge of their constitutional responsibilities.
Other lawmakers at the event, said capacity building in any organisation cannot be overemphasised as they have benefited in no small measures from the array of resource persons and their colleagues.
