Development is often measured in kilometres of roads constructed, bridges erected, buildings commissioned or billions of naira allocated. Yet, beyond the statistics and government announcements, the true measure of development lies in its impact on the daily lives of ordinary people.

For residents of Ondo State, the recent wave of approvals by the State Executive Council may represent more than just another round of public projects. From a proposed flyover in Akure to the upgrade of Rufus Giwa Polytechnic into a university, the rehabilitation of the Owena Dam and the acquisition of advanced medical equipment for the University of Medical Sciences Teaching Hospital (UNIMEDTH), the initiatives have the potential to influence how people move, learn, access healthcare and secure basic necessities such as clean water.
If executed as planned, these projects could significantly alter the social and economic landscape of the Sunshine State.
The Promise of Easier Movement
Every morning, thousands of commuters navigate the busy Alagbaka–Federal University of Technology, Akure (FUTA) corridor. Civil servants rushing to government offices, students heading to lectures, traders transporting goods and commercial drivers ferrying passengers often find themselves trapped in traffic congestion.
Recognising the growing challenge, the Ondo State Executive Council approved the construction of a 2.38-kilometre flyover bridge stretching from Adegbola Junction to the St. Mattias/NNPC area of Alagbaka.
According to the Commissioner for Infrastructure, Lands and Housing, Engr. Abiola Olawoye, traffic studies conducted at different periods of the day revealed persistent congestion along the route, prompting the recommendation for a flyover.
For many residents, the project represents more than a transportation upgrade. Reduced travel time could translate into increased productivity. Businesses may benefit from improved movement of goods and services, while workers and students could spend less time in traffic and more time on productive activities.
Urban planners argue that transportation infrastructure often acts as a catalyst for economic growth by improving connectivity and encouraging investment in surrounding areas.
For Akure, a city experiencing rapid urban expansion, the flyover may become a defining symbol of its transition into a modern urban centre.
A new era for higher
education remains one of the most powerful tools for social mobility, yet access to university education continues to be a challenge for many young Nigerians.
The decision to upgrade Rufus Giwa Polytechnic, Owo (RUGIPO), into the University of Agricultural Science and Technology reflects an attempt to address the growing demand for higher education in Ondo State. As the oldest tertiary institution in the state, RUGIPO has trained generations of professionals. The proposed university, with faculties focused on agriculture, science, technology and engineering, is expected to place greater emphasis on practical skills and innovation.
For students, the upgrade will undoubtedly create expanded academic opportunities closer to home. For parents, it would significantly reduce the financial burden associated with sending children to institutions outside the state. Beyond individual benefits, experts believe that specialised universities can contribute to local economic development by producing skilled graduates capable of driving technological advancement and agricultural productivity.
In a country increasingly focused on food security and technological innovation, a university dedicated to agricultural science and technology will undoubtedly position Ondo State as a key player in these sectors.
Bringing advanced healthcare closer to home
For years, many Nigerians seeking advanced diagnostic services have been forced to travel long distances to larger cities or private medical facilities.
The approval of modern medical equipment for the University of Medical Sciences Teaching Hospital (UNIMEDTH) could change that reality for many residents.
The equipment includes MRI scanners, CT scan machines, mammography systems for breast cancer screening, ultrasound equipment, digital X-ray systems and specialised theatre, ENT and ophthalmology facilities. Access to such technology can significantly improve early diagnosis and treatment of diseases.For
patients, early detection often means better treatment outcomes and reduced healthcare costs in the long term.
For medical professionals and students, the equipment provides opportunities for training and research using modern technologies.
The development also aligns with broader efforts to strengthen healthcare infrastructure and reduce dependence on medical referrals outside the state.
In practical terms, residents who previously travelled to Lagos, Ibadan, or Abuja for certain diagnostic procedures may soon be able to access those services within Ondo State.
Speaking at the maiden National Summit of State Social Health Insurance Agencies(SSHIAs) recently, Governor Lucky Orimisan Aiyedatiwa reaffirmed that to further strengthen healthcare delivery, the State Executive Council had approved the procurement of modern medical equipment for secondary health facilities across the state.
He added that government had embarked on the construction and upgrading of health infrastructure, alongside the recruitment of additional health workers to boost manpower.
The governor further revealed that Ondo State had become the first in the country to implement the newly approved salary structure for health workers.
He said the reform would improve welfare, reduce brain drain and encourage retention of skilled health professionals within the state”s health sector.
Aiyedatiwa also announced the approval of a N1 billion Hospital Intervention Fund targeted at expanding and modernising healthcare facilities across the state.
He explained that the fund, separate from routine health expenditure, was designed to enhance hospital capacity and improve service delivery.
The governor attributed the achievements in the health sector to deliberate planning, strategic leadership and sustained commitment to citizens’ wellbeing.
He reiterated his administration’s resolve to achieve universal health coverage through strengthened monitoring, quality assurance mechanisms, facility audits and expanded enrolment of underserved populations.
Water as a foundation for development
While roads and buildings often dominate public attention, access to clean water remains one of the most fundamental indicators of quality of life. The rehabilitation of the Owena Multipurpose Dam, supported through counterpart funding approved by the state government, could have far-reaching positive impacts on communities relying on the facility.
Currently about 40 per cent completed, the project is supported by development partners including the World Bank, African Development Bank and French Development Bank.
Once completed, the rehabilitation is expected to improve potable water supply to Akure and neighbouring local government areas.
Reliable access to clean water has implications that extend beyond household convenience. It can reduce the prevalence of waterborne diseases, improve sanitation standards, support economic activities, and ease the burden often placed on women and children who spend considerable time sourcing water. Public health experts consistently identify safe water supply as one of the most effective tools for improving community health outcomes.
For many residents, the success of the Owena Dam project will be felt not through headlines, but through the simple act of turning on a tap and finding clean water available and this for sure is fast becoming a reality.
Reaching the grassroots through road infrastructure
The State Executive Council also approved numerous road projects across various local government areas, including Irele, Ilaje, Owo, Ondo East, Ondo West, Akure North, Ifedore, Idanre, Odigbo, and Ile-Oluji/Oke-Igbo. For rural communities, roads often determine access to markets, schools, healthcare facilities and employment opportunities.
Farmers depend on functional roads to transport produce to the township. Traders rely on them to connect with customers. Students and workers use them to access educational institutions and workplaces. Improved road networks can reduce transportation costs, enhance regional trade, and encourage investment in underserved areas.
The canalisation project in Ilaje Local Government area similarly holds significance for coastal communities where environmental challenges and accessibility issues have historically hindered development.
Collectively, these projects suggest an effort to balance urban development with rural inclusion.
Strengthening institutions and governance
Beyond roads, bridges, water, and healthcare, the council’s approval for the construction of a new Ministry of Finance Office Complex reflects another aspect of development: institutional capacity.
Efficient public administration often depends on the availability of modern facilities and functional work environments. While such projects may not attract the same public excitement as major infrastructure works, they can contribute to improved governance and service delivery when properly managed.
Similarly, the approval of a new traditional ruler for Irele highlights the continued importance of traditional institutions in promoting community cohesion, conflict resolution, and local development.
The real test lies ahead
The approvals mark an ambitious vision for Ondo State, touching nearly every aspect of daily life; transportation, education, healthcare, water supply, governance, and community development. Across Nigeria, many well-intentioned projects have faced challenges ranging from funding constraints and delays to incomplete execution. For the state, the projects when successfully delivered which would not take time, would represent more than physical structures as they would become instruments of social transformation which would make it easier for a student to obtain quality education, a patient to access advanced healthcare, a commuter to avoid hours in traffic, a farmer to reach the market, and a family to enjoy reliable access to clean water. Hence, the true significance of Ondo’s development agenda lies in its potential to improve the everyday experiences of the people it is meant to serve.
